The objective of the proposal of the new Basic Municipal Management Plan (PBOM) of Cañada Rosal is to provide the municipality with a planning that meets the real and current needs of the municipality.
To this is added that on February 28, 2022 the United Nations Organization (UN) has warned that the climate crisis is accelerating and all its damages are worsening, according to the results of the IPCC report, or report of experts of the intergovernmental panel on climate change of the aforementioned date.
This means that ecosystems are facing "dramatic conditions not seen in 10,000 years," according to the latest expert report: more than 3 billion people are highly vulnerable to extreme events, lack of water and the reduction of food crops.
For all these reasons, it is considered necessary to reinforce climate issues in this PBOM document in order to respond to the current climate crisis.
It is based on the consideration of evaluating and intervening in urban space, with special attention to accessibility to public facilities and services, and safety in public spaces in cities.
